Fixed Bug Enemy of One

When casting enemy of one from chiv book, even though cast is successful and ainmation is displayed, you dont get the 'buff' on target after hitting and must recast enemy of one. This doesnt happen every time but about 1 out of 4/5

I have realized the issue, when casting enemy of one while already on char, it just removes it instead of replacing on new mob

That is because OSI has made it back to being a toggle as of Pub71. We can go back to the old way, but if I get a lot of complaints of old way, we will go back to current.
