the blacksmith, Andros, at a place just labeled "Blacksmith" in fel minoc, is a quest giver that doesn't give out a quest. double and single click brings up no quest :/

indeed, you need to have the tokens in your bag, that's how I got the forge today. the token stone won't take from the token ledger, but the gold stone does for gold ledger. I guess that's fine, but it's not expected.
